This is a new factory packaged CHROME TAILGATE HANDLE for 99-06 Chevy Silverado's or GMC Sierra's. (Also works for 2007 Chevy Silverado Classic and 2007 GMC Sierra Classic)  It comes with both the outer bucket and the handle for full replacement. Installation is fairly easy and takes 15-20 minutes. All hardware necessary for installation is included. These replacement handles are a much better choice than going with the chrome covers.
